INDUSTRIAL ACTIVITIES:

Carl L. Brassow & Associates, P.C., September '93- Present, Houston, Texas. In 1993, I started a private law practice that emphasizes environmental law, corporate law and toxic exposures. Since starting the practice, the firm has represented several clients with enforcement related problems with the Texas Natural Resource Conservation Commission, and permitting issues and are currently represent clients dealing with toxic chemical exposures. In addition the firm is representing a class of clients that have suffered natural resource related damages.

ENSR Consulting and Engineering, April '90 - August '93, Houston, Texas. In April 1990, I joined ENSR Consulting and Engineering as a Regional Program Manager, for the Southern region of the company. As Regional Program Manager I was responsible for project management of large interdisciplinary projects for various industrial clients and regulatory analysis of newly promulgated regulations and rules under RCRA, CERCLA, CWA, SDWA, CAA, OSHA, and other various statutes. The interpretations and requirements of these regulations were used by other professional staff within the region to address clients problems dealing with those specific environmental issues. I was also reponsible for business development activities both individually and by working with the business development staff. The activity included initial contact with new clients, technical presentations of the extent of technical/regulatory services available by the company and the preparation, including cost estimates, of technical proposals to clients.

I was also personally responsible for developing the new corporate records management/records retention policy for the consulting and engineering division. The policy took about 18 months to develop, test, implement and then train the technical staff to use. The program was adopted as divisional policy for records management. Several papers and presentations were made to clients and professional organizations on the new records management policy and methods. I was responsible for the development and presentation of training programs for the technical staff. These programs dealt primarily with legal liability issues, regulatory interpretations or hypothetical case histories appropriate for the application of various regulatory programs.

United Resource Recovery, Inc. May '85 - April '90 Houston, Texas. As General Counsel and Executive Vice President, I was responsible for the development, writing and negotiation of the permit applications to construct the facility before the Texas Water commission and United States EPA. United Resource Recovery was a new start-up company formed to develop, construct, and operate a facility to dispose of hazardous and industrial non-hazardous waste in geologic repositories, particularly salt deposits. The United Resource Recovery project was the first of its kind in the United States and was successfully permitted in 1987. The project has led to specific special rules issued by the Texas Water commission for the development of future projects.

Alvin C. Askew, P.C./Keysmith Corp,. March '83 - May '85 Houston, Texas. I was the sole attorney of the Houston Office of Alvin C. Askew, P.C., a law firm in Austin, Texas at the time. I was responsible for client contact and general legal matters for clients. Keysmith Corp. was an environmental engineering company. I was Vice President of this company and responsible for business development and execution of projects obtained by company.

Law Engineering Testing Company, December '73-March '83 Houston, Texas. As Chief Engineer from 1979 to 1983, I was responsible for technical control of engineering work produced by the Houston Branch of the company. These responsibilities included implementing quality control programs for field work and laboratory work conducted by the company, review and oversight/work product by the engineering staff, and development of standard procedures for the technical staff.

From 1977 to 1979 I was a Senior Engineer and Department Manager for the Geotechnical Engineering Department. The department had about 12 engineers. I was responsible for the staff's assignments, performance reviews, department profitability, business development, technical review of reports issued by the department, and annual planning for the department.

I was a Senior Staff Engineer from 1973 to 1977 with Law Engineering in Charlotte, North Carolina. There I was responsible for technical execution of multiple projects and multi-discipline projects for the company. These projects ranged in size from small single story buildings to nuclear power plant construction and permitting by the Nuclear Regulatory Commission.

McClelland Engineers, December '71 - December '73 Houston, Texas. I was a Staff Engineer for two years at the firm. I was responsible for various types of geotechnical projects, particularly offshore investigations for the design of oil/gas production platforms. In addition, various other industrial projects were undertaken, including tank foundations, dam investigations, deep pile foundation investigations, and shallow foundation design.
