EXPERIENCE SUMMARY:

Twenty-years experience providing regulatory compliance assistance and environmental engineering and hydrogeologic evaluations for commercial, residential and industrial properties, including Strategic Petroleum Reserve sites. Completed compliance audits of chemical plants, utilities, refineries and oil and gas operations in U.S., Mexico, South America and Europe. Helped develop root cause analysis protocol for improving compliance. Testified in federal and state court cases regarding the compliance history of industrial operations. Comprehensive evaluation of EPA's characterization and remedy for the Royal Hardage site, including completing 4500 feet of continuous coring and other advanced technology field studies, including advanced soil gas surveys, advanced geophysical studies, microseismic studies, T.V. camera slant hole logging, tracer studies, and age dating.

Helped develop the environmental use of CPT and hydropunch technologies, statistically-based sampling, field screening, GIS data bases, remote sensing, advanced soil gas surveys and geophysical logging, fingerprinting, slant hole drilling, DNAPL recovery, hydrofracturing, in situ bioremediation and site containment strategies for hazardous waste sites primarily in Arkansas, Louisiana, Mississippi, and Texas.

Waste compatibility assessments, ground water monitoring plans, drilling supervision, hydrogeologic engineering reports, and RCRA regulatory interpretation for industrial facilities. Designed slurry cut-off walls for containment of EDC, TCE, chlorinated pesticides, steel mill wastes, refinery waste, paper mill wastes, and various other process chemical wastes at chemical plants in southern Louisiana and Texas.

Sludge stabilization and settling basin cleanup for an 80-acre refinery basin in Kansas, and several drilling mud impoundments, five impoundments and two landfills in Texas and Louisiana.

Designed and implemented aquifer restoration programs at gas stations and industrial facilities. Emergency response actions at Superfund and train derailment sites, including alternate water supply, security fence, cap repair and waste removal.

Due diligence and compliance audits and environmental site assessments for over 1500 sites in the U.S., Central and South America, Europe, Southeast Asia, Africa and the Middle East. Research regarding development of handling procedures for hazardous chemicals to support EPA rule making.

· Provided technical assistance to legal counsel regarding risks from alleged exposure in residential areas near the United Creosote Superfund Site, a refinery in Lake Charles, LA, and a Superfund Site near Oklahoma City, OK. Compared site risks with ordinary household and daily activity risks.

· Directed the investigation and remediation of over 60 residential properties in Louisiana.

· Managed or participated in the investigation and abatement evaluation for lead at state and federal Superfund sites.

· Helped address regulatory concerns associated with creosote for Arkwood (AR), Koppers (SC), Higgins (TX), Lincoln Creosote (LA), Georgia Pacific/Louisiana Pacific (LA), Crown Zellerbock (LA), and Union Pacific (CA, TX), CSXS (IL, MO).

· Helped develop evidence regarding the inadequacy of compliance measures and abatement procedures by an oil and gas company in East Texas.

· Managed a remedial design for the Vertac Superfund site north of Little Rock, Arkansas, a former Agent Orange manufacturing facility. Provided expert testimony regarding comparative site risks and dioxin fate and transport issues for trial in which Federal Judge overruled EPA's dioxin strategy and remedy selection.

· Managed remedial investigation, risk assessment, feasibility study and remedial plan development for the Hardage Superfund site, an industrial landfill south of Oklahoma City, Oklahoma. Addressed dioxin, DNAPL migration issues and long-term reliability of remedy. Provided expert testimony regarding site risks at trial in which a Federal Judge overturned EPA's remedy selection.

·Provided oversight of remedial investigation and performed risk assessment and remedial evaluation for a wood treating Superfund site in Charleston, South Carolina. Addressed potential for wood-treating chemicals to migrate to adjacent estuary marshes and river. Provided expert testimony in Federal CERCLA trial and jury tort trial regarding site risks, natural resource damages and preferred remedy. Judge ruled in favor of ERM's clients and jury ruled in a separate tort claim in favor of ERM's clients.
